Build AI governance as a separate program and watch it go stale. The security team owns the real risk register. Compliance owns the real control framework. Audit uses the real GRC tooling. A standalone "AI governance" initiative with its own register, controls list, and audit trail gets updated when someone remembers. The AI layer drifts into a side deck until a regulator asks.
Put AI where risk, security, and compliance already live: AI risks in the enterprise risk register, AI controls in the security program, AI documentation in the audit trail you already maintain. Below is how to layer AI governance onto what you have so it stays maintained.
Why Parallel Programs Fail
When AI governance is a separate track, it competes for attention with the programs that already have budget, ownership, and audit cycles. The enterprise risk register gets updated for the risk committee. The security control set gets mapped to ISO or NIST and tested annually. The GRC platform holds the evidence auditors pull from. Those programs have owners, cycles, and tooling. A parallel AI program has to build all of that again. It rarely gets the same gravity. The "AI risk register" goes stale. The "AI control checklist" sits in a doc. The "AI compliance evidence" lives in a folder that isn't connected to the main audit trail. When the board or the regulator asks how you govern AI, the answer is "we have a program" but the program isn't wired into the machinery that actually runs.
Integration means AI shows up in the same places and rhythms as everything else: one risk register, one control framework, one audit trail. AI is a category within them, not a separate stack.
Put AI Risks in the Enterprise Risk Register
Your organization already has a risk register. It tracks operational, financial, regulatory, and technology risks. It's reviewed by risk owners and the risk committee. It drives mitigation and acceptance decisions. AI-related risks belong there as entries, not in a separate "AI risk register."
How to add them. Create risk entries for AI where impact and likelihood warrant it. Examples: "AI system [name or category] causes biased or incorrect decisions affecting [customers, employees, applicants]"; "AI system processes sensitive data without adequate controls, leading to exposure or non-compliance"; "AI system is compromised via prompt injection or abuse, leading to data loss or misuse"; "Unsanctioned AI use (shadow AI) leads to data leakage or policy violation." Rate them like any other risk (impact, likelihood, inherent and residual risk). Assign an owner (system owner or AI governance lead) and link mitigation to controls (see below). When the risk committee meets, AI risks are on the same list. When you report to the board, they're in the same risk view. No separate AI risk report in a drawer.
Keep it current. When you add a high-risk AI system, add or update the corresponding risk entry. When you complete an impact assessment or control rollout, update the residual risk. Use the same refresh cycle as the rest of the register (e.g., quarterly review, annual deep dive). AI risks are part of the register's normal lifecycle, not "set and forget."
Put AI Controls in the Security (and Compliance) Program
You already have a control framework. It might be aligned to NIST CSF, ISO 27001, SOC 2, or an internal taxonomy. Controls cover access, encryption, incident response, vendor management, and so on. AI doesn't need a completely separate control set. It needs to be covered by the existing framework, with AI-specific control language or sub-controls where the risk is different.
Map AI to your framework. For NIST CSF, AI systems are part of your assets and supply chain. Identify (ID): inventory AI systems and data flows, classify by risk. Protect (PR): access control, data protection, secure development and deployment for AI. Detect (DE): monitoring for drift, abuse, and security events involving AI. Respond (RS): incident response for AI-specific failures (your playbook should sit inside overall IR). Recover (RC): recovery and post-incident for AI systems. You're not inventing a new framework; you're ensuring that when you assess and report on CSF (or equivalent), AI is in scope. Same for ISO 27001: AI systems and data are in scope for the ISMS. AI-specific threats (prompt injection, model extraction, bias, misuse) are risks you identify and treat with controls. Document which controls apply to AI and how (e.g., access control for AI APIs and model endpoints aligned to other critical systems; prompt injection testing and input validation for customer-facing AI).
Ownership. The same team that owns security controls (often CISO org or compliance) owns the control set. The AI governance lead or system owners provide input and evidence. Controls are tested in the same cycle as everything else. AI controls don't get a separate audit; they're part of the annual control assessment or the continuous compliance cycle you already run.
Put AI Documentation in the Audit Trail You Already Maintain
Auditors and regulators want to see evidence: policies, assessments, approvals, and proof that controls are in place. That evidence usually lives in a GRC platform, a document repository, or a compliance workspace. AI documentation should live there too.
What to store. AI policy, acceptable use policy, and AI-specific procedures. Impact assessments (AIAs) for high-risk systems. Risk register entries for AI risks (or pointers if the register lives elsewhere). Evidence of control implementation (e.g., test results for prompt injection, access reviews for AI endpoints). Committee minutes or decision records for AI approvals and exceptions. Incident reports and post-incident reviews for AI incidents. Inventory or a link so auditors can see what's in scope.
Where to store it. In the same GRC or document system you use for other compliance evidence. If you use a platform for policies, controls, and audit prep, add an AI section or tag. Link AI risks to the risk register and AI controls to the control framework. When audit runs, they pull from one place. No need to ask "where's the AI stuff?" It sits with the rest of the evidence.
Maintenance. When you update an AIA, add a new policy, or close an incident, update the same way you would for any other compliance artifact. Revision history, ownership, and review dates stay in the same system. AI documentation is part of the normal compliance refresh, not a separate filing exercise.
Layer Onto NIST CSF, ISO 27001, and GRC Tooling
NIST CSF. Treat AI systems as assets in your asset inventory (ID.AM). Include AI in risk assessment (ID.RA): identify AI-specific threats (bias, prompt injection, data leakage, drift) and add them to your risk register. Ensure protective controls (PR) cover AI: access (PR.AC), data security (PR.DS), and protective technology (PR.PT) for AI endpoints and data. Detection (DE) and response (RS) include AI incidents; your AI IR playbook is part of DE and RS. Governance (GV) overlays all of this. You don't need a separate "AI CSF." Extend your existing CSF implementation so AI is in scope and documented.
ISO 27001. AI systems and the data they process are in scope for the ISMS. Identify them in your asset inventory (A.8.1.1). Treat AI-specific risks in your risk assessment (Clause 6.1.2) and document risk treatment and controls. Where AI introduces risks not fully covered by existing Annex A controls, add control objectives and measures (e.g., AI systems used for high-impact decisions assessed for bias and accuracy, with results documented and reviewed). Evidence (policies, assessments, test results) goes in your ISMS documentation and evidence repository. Surveillance and internal audit include AI. Certification auditors will expect AI in scope where you have material AI use.
GRC tooling. If you use a GRC platform for risk, control, and policy management, add AI as a dimension: AI risks as risk register entries with a consistent tag or category; AI controls as controls or sub-controls linked to the framework (NIST, ISO, etc.); AI policy and AIAs as policy and compliance documents. Link risk to control, control to evidence, policy to procedure. Dashboards and reports that show risk and control posture can include AI. You're ensuring AI is a first-class category in the GRC you already have, not building an "AI GRC module."
How to Start: Integration Steps
Start with the register. Add two to five AI risk entries that reflect your highest-impact AI use cases. Assign owners. Link them to existing or new controls. Get them on the next risk committee agenda.
Then controls. List which of your existing controls apply to AI systems and document how. Add any AI-specific controls (e.g., "high-risk AI systems have a current impact assessment") to your control set. Assign control owners. Include AI in the next control assessment cycle.
Then documentation. Move or copy AI policy, AIAs, and key evidence into the same repository or GRC space as the rest of your compliance evidence. Tag or categorize so auditors can find it. From then on, new AI documentation goes to the same place.
Finally, make it routine. When you add a high-risk AI system, add the risk and controls to the same register and framework. When you update an AIA, update the evidence in the same system. When you run your annual risk or control review, AI is part of it. Integration is a one-time design and an ongoing habit. Once AI lives in the same programs and tooling as everything else, it gets the same attention.
