Most governance frameworks were built for single-model, single-call AI. A user sends a prompt, the model returns a response, and a human or a fixed workflow decides what happens next. Agentic AI is different. Agents plan, invoke tools, call other services, and make sequences of decisions without a human in the loop for every step. Surveys suggest the vast majority of IT leaders plan to deploy AI agents within two years. If your governance was designed for the old pattern, it's not ready for the new one. Agentic AI introduces risks that static governance wasn't built for: autonomous decision-making, multi-agent coordination, tool invocation without human approval, and cascading failures across trust boundaries. You don't need to throw out what you have. You need to extend it. Here's how to cover agent identity, permissioned tool access, behavioral monitoring, and kill switches so that when agents ship, governance is already there.
What's Different About Agentic AI?
An agent doesn't just answer. It acts. It might call an API, update a record, send an email, or trigger a workflow. It might chain multiple steps and call multiple tools in one run. It might coordinate with other agents. Each of those actions crosses a trust boundary: from the agent's reasoning to the outside world. When a single model call goes wrong, the damage is usually bounded (wrong output, one user affected). When an agent goes wrong, it can take actions at scale, in sequence, across systems. Wrong tool call, wrong parameter, wrong target. One bad step can cascade. And because the agent is autonomous within its scope, there may be no human checking each action before it runs. Your existing governance likely assumes a human in the loop or a fixed, narrow integration. Agents break that assumption. You need governance that explicitly addresses: who the agent is (identity), what it's allowed to do (tool access), how you know when it's misbehaving (monitoring), and how you stop it (kill switch).
Agent Identity
Agents need identities. Not "the model" or "the API key." The agent as a principal: a distinct identity that authenticates, that has permissions, and that you can audit and revoke. When an agent calls Salesforce, or your internal API, or a third-party tool, it should do so under an identity that's tied to that agent (or that agent type and deployment). Then you can answer: which agent did this? And you can apply the same identity governance you use for service accounts and automation: one identity per agent or per agent role, scoped permissions, no shared "robot" account with broad access. Agent identity also enables accountability. When something goes wrong, the logs say "Agent X did Y." You can trace, contain, and if needed revoke that agent's access without taking down every agent. Define agent identity in your inventory: each deployed agent (or each agent type with a single identity per deployment) is a first-class entry with a named identity, an owner, and a list of what it can call. Treat agent identities like you treat other non-human identities in your IAM and identity governance. They're in scope for access review, permission creep monitoring, and revocation.
Permissioned Tool Access
Agents invoke tools. Those tools might be internal APIs, SaaS apps, databases, or external services. The risk is that an agent has more tool access than it needs, or that it can invoke tools in ways that weren't intended (e.g., wrong parameters, wrong scope). Tool access has to be permissioned and scoped. Not "this agent can call any tool." This agent can call these tools, with these parameters or constraints. Maintain an allowlist of tools per agent: which APIs, which apps, which operations (read vs. write, which endpoints). Where possible, use the same principle as for human IAM: least privilege. The agent gets the minimum tool set and the minimum scope required for its use case. If the agent doesn't need to write to the CRM, it doesn't get write. If it only needs to query one API, it doesn't get five. Document the mapping (agent, tools, scope) in your inventory and in your governance docs. When you add a new agent or a new tool, the addition goes through the same kind of review you'd do for a new integration: is this tool approved? Is this scope justified? Permissioned tool access also means that unknown or unapproved tools are blocked by default. The agent's runtime or orchestration layer only allows invocations to the allowlisted tools. Even if the agent is compromised or misprompted, it can't call something you never authorized.
Behavioral Monitoring
Agents can misbehave. They can hallucinate a tool call, repeat actions, call the wrong tool with the wrong data, or drift into behavior that wasn't in scope. Static governance (policy, classification, one-time assessment) doesn't catch that. You need behavioral monitoring: what is the agent doing in production? Track agent actions: which agent, which tool, when, and with what outcome (success, error, partial). Aggregate to detect anomalies: unusual volume, unusual sequence (e.g., same action 100 times), unusual targets (e.g., tool or resource the agent shouldn't be touching), or errors that suggest misuse or failure. Set thresholds and alerts. When an agent exceeds a reasonable rate, or when it calls a tool it shouldn't, or when error rate spikes, alert the owner and if needed trigger a kill switch. Behavioral monitoring is the continuous layer. It answers "is this agent behaving within its design?" and "do we need to intervene?" Without it, you only find out when a user or a downstream system reports a problem. With it, you have a chance to catch and stop misbehavior before it cascades.
Kill Switches
When an agent is misbehaving or when you need to stop it for any reason (incident, audit, policy change), you need a way to turn it off. Not "we'll fix it in the next release." Now. A kill switch is a defined mechanism to disable an agent or to revoke its tool access immediately. It might be: a feature flag or config that turns the agent off in production; revocation of the agent's credentials or API tokens; or a circuit breaker in the orchestration layer that stops the agent from invoking tools. The switch has to be operable by the right people (system owner, on-call, governance or security when needed) and it has to be documented. When do we pull the switch? When monitoring alerts, when an incident is declared, or when a policy or legal decision requires it. Who can pull it? Define the roles. How do we do it? Runbook or playbook so that at 2 a.m. someone knows the steps. Test the kill switch periodically. If you've never exercised it, you don't know if it works. Agentic AI without a kill switch is a bet that nothing will go wrong. Governance assumes something might. The kill switch is non-negotiable for agents that can take consequential actions.
Extending Your Existing Framework
You don't replace your current governance. You extend it. Inventory: add agents as first-class entries, with identity, tool allowlist, owner, and risk classification. Classification: agents that take autonomous actions (especially those that write to systems or trigger workflows) are at least cautious (yellow) and often high-risk (red) depending on what they can do. Impact assessment: for high-risk agents, the AIA should cover what the agent does, which tools it uses, what data it can read or write, and what happens when it fails or misbehaves. Access governance: agent identities are in scope for permission review, JIT where feasible, and revocation. Incident response: when an agent is the source of an incident, your IR playbook should include "disable the agent" and "revoke its tool access" as containment steps. Monitoring: agent behavior (tool invocations, errors, anomalies) is part of your continuous monitoring for AI systems. Policy: update acceptable use and AI policy to explicitly cover agents. Prohibited use might include agents that aren't in the inventory, agents with unapproved tool access, or agents that bypass human approval where the policy requires it. The same framework that covers single-model AI now covers agentic AI. The extension is the extra dimensions: identity, tool allowlist, behavioral monitoring, and kill switch.
Getting Ready Before Agents Ship
If 93% of IT leaders are planning agents in two years, the organizations that will scale them safely are the ones that extend governance now. Add agent identity and permissioned tool access to your design standards. Require behavioral monitoring and a kill switch for any agent that can take consequential actions. Put agents in the inventory and in the risk register. When the first agent goes live, you're not inventing governance on the fly. You're applying a framework that was built for it. Agentic AI is coming. Governance that's ready for it is the difference between scaling with confidence and scaling into incident mode.
